
Clay has 27 years of experience in application and enforcement of the FMCSR’s and HMR’s on three separate levels of Government, having begun his career as a MCSAP inspector in 1994 as a Deputy Sheriff in South Georgia at the Lowndes County Sheriff’s Office. Later he spent five years with the State of Georgia’s former lead MCSAP agency, the Georgia Public Service Commission and underwent training to conduct Compliance Reviews. Clay has been employed with FMCSA for the past 19 years, with the majority of his career having been spent as an HM Specialist. He presently serves as the HM Program Manager for the FMCSA’s Southern Region encompassing eleven Southern States with oversight of the implementation of the agencies HM Program within the region. Mr. Greene is also an Associate Staff Instructor for FMCSA’s National Training Center (NTC) for General HM, Cargo Tank Inspection, Other Bulk Packaging, Advanced Roadside HM and Cargo Tank Facility Review.
